One word...

...vim.

I've never understood people who go on at length about how important a big fancy IDE is. Barring any sort of autocreate wizards (ie, autotools), I've been able to match just about any functionality that people can throw at me from Eclipse/Anjuta/MSVS.NET/the gang, with plain old vim. The only disadvantage I can think of is the steep learning curve, but if the person is trying to code something it's assumed that they're reasonably intelligent to begin with.
