Anyway, your idea using /proc/cpuinfo was quite good for getting the status of the cpu speed.

At least for users who would really only like to see their cpu speed with the applet and got no cpufreq support compiled into their kernel. I am sure that there are people out there who see a sense in having their cpu speed shown in the gnome panel :)
