That would be awesome. A little foot menu for all apps, on the left. Have all items you mentioned and it would be a great place to put application preference menu options. Having prefs under the edit menu is, as jdub would put it, complete arse. The edit menu should be for the current document or selected object. Application preferences don't belong there, but seem to have ended up there because there hasn't been a better place to put them. It only makes sense from an object hierarchy standpoint. What kind of opbjects do we see? An application and one or more documents. So, an application menu to start, followed by document level menus (file, edit, etc.).

It could also help to get rid of unneccessary "Tools" menus or make tools more useful as a "tools for extending the functionality of this app" menu.
