I think "Quit" is distinct from "Close".

In the GIMP for example being able to close down the app without closing every individual window is certainly useful.Similarly if I have multiple xchat windows open I don't see why I should have to close them all individuallyI also think relying on the Window Manager for these things is a mistake. There needs to be a consistant GNOME interface that doesn't depend on the WM theme.Perhaps there's an argument for being a little more verbose though, ie "Quit program", "Close document".
