Lots of new features are being added while the GIMP developers are preparing for camp and GIMP is approaching feature freze. Time for you to try the latest development version which should also be available from a mirror close to you.

developer.gimp.org gets a faceliftBorrowing the look from mmmaybe.gimp.org, developer.gimp.org
has been redesigned. Content still needs to be added but there's hope
that the new site will allow to provide more information about GIMP
development and eventually attract more developers.

This is a recent judgment from the maintainer expressing his own opinion, but you should not loose from mind what was the roadmap for 1.4 and 2.0:

It clearly describes a 2.0 that is not what we will have soon.

And finally, you should keep in mind the fact that a majority(*) of gimp developers and gimp helpers(**) did not agree with the opinion you quote. See the summary of who was in favor or against the 2.0 number here:

Personally, I would have preferred to be consistent with what was annonced. Most of the people used to help newbies on forums and mailing-list agree with me, and some have had (too) strong wordings against this decision.

However, I understand somehow some of Sven's reason to deviate from the roadmap.

It does not change the fact that 1.3.x is very nice to use and generally better than 1.2. However, I do not see big changes, from a user point of view. The large core changes are invisible to the user.
